University of Roorkee and Uttranchal

With the formation of new state of Uttranchal out of U.P, the state is expecting the University of Roorkee to play a major role in providing technological help for the development of the state. For this purpose a cell known as Uttranchal Deveplopment Cell of University of Roorkee (UDECUR) has been formed under the Coordinatorship of Dr. A.K. Pant, Prof. of Electrical Engg. with Dr. P.K. Pande (former Pro-Vice Chancellor) as Advisor. The Coordinator of the cell is supported by a task force selected from various departments amongst the the University faculty.

The objective of this cell is to catalyse and coordinate efforts by the different departments and agencies of the State of Uttaranchal and the University of Roorkee in providing technical services to the State in its various developmental programmes. It will have a liaison with the State Governmment agencies for identification of areas of collaboration and identify University departments and personnel for providing the technical know-how and solutions for specific problems. The cell will further identify and procure such support from other organizations as may be needed in specific areas in carrying out the above task.

At the outset, the possible areas of cooperation as identified by Udecur are:-

1. Rural road network in hilly regions.

2. Urban Transport planning.

3. Irrigation and water management.

4. Water supply.

5. Hydro power development.

6. Water mills.

7. Disaster Mitigation.

8. Industrial development.

9. Remote Sensing & GIS.

10. Information Technology.

Under the Centre for Remote Sensing, Department of Civil Engineering, a study was carried out in Dehradun District (Uttaranchal State) using demographic, socio-economic, cultural, topographic and remote sensing data in GIS environment. The study focussed on planning the education and medical facilities in the least developed Block of Dehradun District. On the basis of ranking of eight parameters viz., Education, Medical, Post office, Approach Road, Power Supply, Market, Literacy Rate and Irrigated Land, a Block Development Index was developed which determined Chakrata as the least developed Block and Vikasnagar as the most developed Block. Planning Commission norms were suitably modified and adopted in rule-based modeling in GIS to locate the villages requiring education and medical facilities. As an example, Plate 1 presents the, spatial location of Primary School and Plate 2 the location of Primary Health Sub-centres required in the villages of Chakrata Block. The location of Schools and Sub-centres within the village facilities were categorized into High, Medium and Low Priorities, according to Median Population Threshold values. A total of 32 Primary School (5 High priority, 10 Medium priority and 17 Low priority) and 142 Primary Health Sub-centres (4 High priority, 33 Medium priority and 105 Low priority) were identified in Chakrata Block.

GIS has been found to be very efficient and cost-effective for assessing the relative level of development in the District as well as planning the additional facilities. The study could be useful for planners, administrators and managers for taking quick decisions based on scientific criteria using remote sensing data and GIS for scientific-based planning in Dehradun District. The approach developed can be extended to efficiently plan other facilities, like Rural and Urban Road Network Planning, Power Supply, Drinking Water etc. in the Dehradun District as well as other regions of Uttaranchal State.

First Annual Convention of Gyan Jyoti Foundaton

The First Annual National Convention of Gyan Jyoti Foundation was held at the Air Force Auditorium, New Delhi on 27th & 28th January,2001. Around a hundred and fifty Alumni participated in a collective demonstration of the single minded purpose.

The Vice Chancellor, Dr. D.V. Singh was there every minute of the one and a half day session and his commitment was a tremendous source of inspiration to all those present. A few faculty members and students had come down from Roorkee for the event which Dr. Singh described as a historic occasion of Alumni involvement.

Ex. VC Dr. Jagdish Narain, Mr. H.S. Agarwal, President Roorkee University Alumni Association, members of the Board of Governors of Gyan Jyoti Foundation and Alumni participation was spread across all batches with Mr. Sood, the oldest Alumni (1927 batch) making it a very special event by being there and inspiring Alumni with his message.

It was after many years that the melodious Kulgeet sounded on the ears- and it definitely has alumni remembering the good old days. A film ek karz chukana hai was screened which had every single alumnus reliving the unique individual and collective experiences at the university many winters back. The film not only rekindled the memories effectively but also reminded us of the Karz which we owe to the Alma mater.

Excerpts of the speech delivered by Mr. Mahesh Tandon (1962 batch) on the occasion

"A few years ago we collected a most important piece of paper from the University of Roorkee. It was our Engineering degree from the Alma Mater. This was a professional passport that would remain valid for the rest of our lives. It provided the springboard to take-off into the real world with confidence. It opened the window to a wide range of opportunities from which we could choose. It made us free men on the threshold of a new life, which we could enter with dignity and pride.

It was like being born again, but this time from the womb of our Alma Mater. The Latin words Alma Mater mean Foster Mother. Friends, our mothers gave us the gift of life. Our Alma Mater gave us the means to utilise that gift.

When we collected the piece of paper I referred to, we virtually signed a blank IOU which could be encashed anytime during our lifetime. It was a silent but clear promise that we would protect our Alma Mater and come to its aid whenever and in whatever fashion it needed our help. My fellow Thomasonians that moment in time has arrived today."

"Ek Karz Chukana Hai !

Our Alma Mater did not merely educate us in the basics of Engineering. It provided us the environment where our personality took shape and we acquired an identity in the adult world. We made friendships there that have lasted half a lifetime or more and withstood the test of time. We learnt many traditions at the University. One of them was the noble quality of generosity. Perhaps we imbibed it from our large-hearted teachers who nurtured our development unstintingly in the most crucial phase of our lives. It is perhaps this characteristic apart from the love of our Alma Mater, which has brought us here in response to the call of GJF. Friends, let us put back a part of what we have acquired as Thomasonians and honour our IOU."
