WORKING RULES
REVISED 2000
ARTICLE I.
These rules are guidelines for the business conducted by the Central District of the Missouri State Federation of Square and Round Dance clubs.
ARTICLE II.
The working rules contained herein shall be subject to change by a vote of the majority of those attending a district meeting, having a quorum present. No prior notice is required, however, in no case shall changes or alterations be made which will, in any way, violate the constitution and Bylaws of the Central District or Missouri Federation of Square and Round Dance Clubs, Inc.
ARTICLE III.
Meetings shall be hosted by the various clubs in the district , the meetings to be held before the host club dance, on a date after the State Federation Meeting. Meetings shall take place in January, March, May, July, September, and November. Clubs to have meetings shall notify the secretary of the District of the time, place and directions to the meeting at least three weeks prior to the meeting. (Changed 1994)
ARTICLE IV.
At the January meeting, the President shall present to the District Board of Directors a list of appointed committees and members.
  • Boundaries and Relations
  • Study and report to the District Board of Directors on specific board appointed matters dealing with relations among clubs of the district.
  • Study and recommend to the district board matters dealing with member clubs wanting to move to an adjoining district, and clubs in an adjoining district wanting to move to the Central District.
  • ARTICLE V. CENTRAL DISTRICT DANCE COMMITTEE
  • Since the Central District Dance is an annual event, the opportunity and responsibility for hosting shall that of the host club. Each club shall serve as host for a district dance on a rotation basis.
  • Each club hosting the district dance shall be responsible for obtaining a dance chairman and shall assume additional responsibilities in keeping with the overall regulations as set forth in the working rules.
  • District Chairman (Annual Dance)
  • The district dance chairman shall have authority to appoint a co-chairman and the ad-hoc committee chairmen:
  • District Callers
  • Master of Ceremonies
  • Publicity and Advertising
  • Floor Marshall
  • Other committees deemed necessary
  • After expenses (as listed below) for the district dance, all remaining proceeds shall be deposited in the Central District bank account.
  • Area callers/cuers to be paid $50.00 per session (afternoon session/evening session) not to exceed $100.00. (Policy for paying callers approved December 4, 1987)
  • All expenses incurred by the host club, outside of hall rental and caller/cuer fees are to be reimbursed by presentation of receipts. Caller/cuer and all rental fees will be paid by Central District.
  • ARTICLE VI. CENTRAL DISTRICT BOUNDARIES
  • The Central District shall be divided into nine counties. (1993)
  • The counties are as follows: Benton, Camden, Hickory, Laclede, Maries, Miller, Osage, Phelps, and Pulaski.
  • Any club desiring to belong to an adjoining district must make a written request to the two districts concerned, and after approval, a written request must be sent to the Boundaries and Relations committee of the State Federation by the
  • District for actions by the State Board. Copies of the letters of approval from the districts concerned are to be sent to the State Federation for their files.
  • ARTICLE VII. RAIDING & RETRIEVING RULES (March 29, 1997)
  • Each club in the Central District should have at least 4 banners to be distributed to raiding clubs.
  • Banners should be replicas of the Club banner. However, raiding banners can be of any size that the club deems desirable.
  • The raiding club must have at least one paid square present at any regular dance of another club within the district. The raiding club must wear their club badges.
  • Clubs cannot raid, retrieve and receive District Dance Cards at the same time.
  • A club cannot use a non-retrieved banner as a free pass at Special dances.
  • A club cannot raid and retrieve at the same dance.
  • To retrieve a banner, a club must have four paid couples (one square) present. This square must consist of members of the retrieving club.
  • In the event that the raided club posses the banner of the retrieving club, the retrieving club may have the option of retrieving their banner or obtaining a signed District Card. (Added January 22, 2000)
  • If a club does not retrieve their banner within a three month period (90 days) then the banner in question will become non-retrievable. Each club should record the date when the banners are taken.
  • After a three month period (90 days), if the banner has not been retrieved, then the club who had possession of said banner should use this banner as a free pass for four couples(one square) to a regular dance of the club owning the banner.
  • A club cannot raid or retrieve if they have used a non-retrieved banner as a free pass. In the event that eight couples are present, four paid couples (one square) can raid or retrieve.
  • No one club may possess more than one banner of another club. (March 29, 1997)
  • A Special Dance is any dance scheduled on any night other than the regularly scheduled club dance night. Passes will only be honored on a regularly scheduled club dance night, only. (Added May 27, 2000)
  • These rules are for the Central District only, and are not valid or enforceable in any other than the Central District.
