CENTRAL DISTRICT CONSTITUTION
AND BYLAWS
MISSOURI STATE FEDERATION OF SQUARE AND ROUND
DANCE CLUBS

ARTICLE I --- NAME
-
The name of the district shall be the "CENTRAL DISTRICT",
and will be under the membership of the Missouri State Federation of Square
and Round Dance Clubs and shall be a non-profit organization.

ARTICLE II --- PURPOSE
To promote square dancing for the recreation and pleasure
of its members.
To provide assistance to existing and new clubs in promotion
and organizational levels.
Promote and support all District activities.
ARTICLE III --- MEMBERSHIP
Membership shall be open to clubs in the Central District
boundaries and to other clubs upon written request and approval of the
Board of Directors.
Application to the Central District shall contain
the following:
Club name, dance date and site.
List of the officers, addresses and
phone numbers.
Names and addresses of District Representatives.
Membership fee to be $10 from each member club - $3
to go to the State Federation. (Changed May 1995)
Missouri Federation membership cards to be printed upon
request.
ARTICLE IV --- OFFICERS
District officers to be elected by majority vote at
the November meeting and shall serve from January 1 to December 31.
Officers would usually be a couple, but shall have one
vote - singles one vote.
Consent of any nominee to be required.
A vacancy created for any reason shall be filled by
a majority vote.
Officers shall be: President, Vice-President, Secretary,
Treasurer, and 2 State Federation Delegates.
President
To call and preside at all meetings and have general
responsibility over affairs of the District.
Shall be an ex-officio member of all committees.
Shall be a delegate to the State Federation meetings.
Vice President
To take over all duties in the absence of the President.
Be an alternate Delegate to the Missouri Federation
meetings.
Shall move up to President the following year.
Secretary
To keep minutes of all meetings.
Shall notify member Clubs of all meetings and be responsible for all correspondence
to include mailing of minutes to each club.
Send up-to-date list of officers and delegates to State
Federation as requested.
Treasurer
Shall be responsible for all funds of the District.
Shall make bi-monthly reports of funds.
Make books available upon request of the Board of Directors.
Deposit monies in the name of the Central District in
an FDIC Bank.
Disbursement of monies to be on approval of Board of
Directors except for a $25 limit for miscellaneous such as postage, stationary,
etc.
The Treasurer and President shall both sign the deposit
card and have access to funds.
State Federation Delegates and Alternates
Two delegates to be elected by majority vote at same
time as officers of the District.
President is an automatic delegate.
Alternate shall be any club President of the District.
Delegates to secure alternate if unable to attend State
meeting.
ARTICLE V --- EXECUTIVE BOARD OF DIRECTORS
Board of Directors shall consist of elected officers,
two representatives from each member club: one to be club President and
the other the club delegate or their alternates. Each single/couple shall
have one vote. (Amended March 2001)
No person shall service in more than one position on
the Board of Directors.
Vacancies to be filled as in Article IV, Section 4,
for officers of the clubs affected by vacancy.
51% of members of board to be quorum at any meeting.
The immediate past President of the Central District
is allowed voting rights at District meetings. (Added March 1994)
ARTICLE VI-- NOMINATIONS
Nominations for officers to be made from floor and majority
vote rules.
Nominee has the right to refuse nomination.
ARTICLE VII -- DISTRICT MEETINGS
District meetings to be held before the host club dance.
Meetings shall take place in the months of January, March, May, July, September
and November, unless arrangements are made two weeks prior to next meeting,
unless in emergency situations and can be done by phone. (Changed November
1994)
District meetings are open meetings unless otherwise
called by President.
Meetings to be rotated among member clubs, and it shall
be the host clubs responsibility to furnish location.
New clubs to be added to rotation.
Host clubs shall notify Secretary of the District of
the time, place and directions to the meeting at least three prior to meeting.
ARTICLE VIII --- DISTRICT DANCE
The District Dance will be on a rotating basis, with
each club responsible for location and responsibilities of the dance with
the assistance of the District.
Date shall be the last Saturday in March, unless the
Saturday falls on Easter weekend, then the District Dance date shall be
the Saturday before Easter weekend. (June 1981, Revised July, 2002)
All expenses of the dance will be paid or reimbursed
to the host club by the District.
There will be no consumption of alcoholic beverages
before or during any District sanctioned dance. (June
1979)
ARTICLE IX
Roberts Rules of Order to govern in all cases except
where inconsistent with these Bylaws.
ARTICLE X
This Constitution and Bylaws may be amended by a 2/3
vote of the Board of Director present for the vote. An amendment shall
be put in writing and presented at a regular District meeting, to be put
to a vote at the following regular District Meeting.
ARTICLE XI
When approved by the Board of Directors, this Constitution
and Bylaws supersedes any other and previous Constitution and Bylaws and
amendments.
