A second-generation surveyor, Dr. Elgin was raised in his late father's surveying business in Rolla, Missouri. After serving meritoriously as an Army helicopter pilot in Vietnam (1969), he received the degrees BSCE and MSCE from the University of Missouri-Rolla (UMR) (now Missouri University of Science and Technology), and his PhD from the University of Arkansas. Formerly an Assistant Professor, he now is Adjunct Professor of Civil Engineering at MS&T (UMR). After being in the surveying business in Rolla for 25 years, in 2008 he sold the business and is now Vice President of Elgin Surveying & Engineering, Inc. of Rolla. Along with Drs. Knowles and Senne, he coauthored the Celestial Observation Handbook and Ephemeris, the Practical Surveying Guide to Celestial Observations and the "ASTRO" celestial observation software products. He is a contributor to The Surveying Handbook and he coauthored Legal Aspects of Boundary Location for Arkansas.

Dr. Elgin is a past president of MSPS, and was editor of Missouri Surveyor for many years. He is a member of MSPS, ACSM, NSPS, NSPE, MSPE, Chi Epsilon, Tau Beta Pi, Surveyors Historical Society, UMR's Academy of Civil Engineers, and the UMR Order of the Golden Shillelagh. He serves as a trustee to the National Museum of Surveying (Springfield, Illinois), and is a past member of the Missouri Board for Architects, Professional Engineers, Professional Land Surveyors and Landscape Architects. He is a licensed Professional Engineer and Land Surveyor in Missouri, Kansas and Arkansas. Dr. Elgin is an avid collector of early American surveying equipment. He rides his bicycle and drives a perfectly restored 1964 Morgan Plus Four.
