Phelps County Disaster Committee Meeting Minutes, Tuesday January 9, 2007 Phelps County Courthouse Present: Snodgrass, Waltman, Rueff, Walls, Massey, Caton, Pedersen, Halinar, Bridges, Hoffman, Taylor, Duncan, Harvey Minutes and Introductions: PCDC Chairman Buz Harvey called the meeting to order at 10:00 am in the general meeting room of the Phelps County Courthouse. Meetings of the 12/12/06 meeting were not posted on the PCDC website, so they will be considered at the February 13 meeting. Introductions were made and email addresses confirmed. The minutes are available at: Program Grant Status: Tammy Snodgrass reported that extensions were requested for both CERT and Citizen Corps grants. Since the meeting, both extensions have been granted to 5/30/07. Ron Smith with Rolla Fire and Rescue is working with SEMA to get CERT classes in Rolla in January and St. James in February. Snodgrass asked for status reports from each funded program by 1/15/07. Homeland Security Oversight Committee: Paul Rueff noted the next meeting of HSOC will be 1/18/07 at 2 pm. HSOC will add a representative from an educational institution. PCRMC has received the medical facility trailer, and training opportunities will be scheduled. Rueff also reported there would be a SEMA area coordinator’s meeting on 1/31/07 to discuss the recent ice storm and related power outages. This meeting was subsequently postponed. FEMA Surplus Funds: Buz Harvey reported that $19,900 would be distributed to agencies within the county that responded to emergency needs. He suggested that PCDC be somehow involved in the distribution and will follow-up with County Treasurer Carol Green. Medical Reserve Corps: Jodi Waltman reported a grant was submitted to provide training opportunities for MRC members, and that they would like to do a drill with PCRMC using the new medical facility trailer. PCRMC has scheduled training for its staff on 2/7/07. David Duncan reported that 35 volunteers are on board and that training needs to commence soon. Neighborhood Watch: Cheryl Taylor, representing the Boy Scouts, indicated a willingness to work with either or both the MRC and the NW program as they are developed. Harvey indicated he would call SSG Rick Williams of the Rolla Police to arrange a meeting between the Scouts and the people in charge of NW programs. Shelters: Harvey indicated he would speak to the Salvation Army to determine their interest in being involved with the PCDC shelter program. Incident Support: Edna Bridges asked for increased support for "Together We Prepare" and for "Ready in 3" materials. The committee voted unanimously to move the $350 from "shelter supplies" for this purpose. SEMA had already indicated we could not use the money for those supplies. Bridges said they would also like to supply each school room with an emergency kit. She will coordinate purchases with Snodgrass at MRPC. Waltman reported that there is web-based emergency planning for schools, sponsored by the Dept. of Public Safety. A good guidebook is available at: www.dmh.mo.gov/diroffice/disaster/disaster.htm Mapping Project: Chuck Pedersen reported the next workshop will be held 1/17/07 at 6 pm at RTI. Eight licenses have been paid for the Global Mapper and we’re waiting for them to be issued. Fire Safety: According to Snodgrass, White is attempting to arrange training classes. The materials for reaching out to the elderly has been purchased and distributed. Emergency Operations Director: A general discussion ensued regarding the need for a full-time emergency operations director for Phelps County. It was agreed that PCDC needed to be an advocate for such a position and should encourage the county and the two large municipalities to work together to that end. It was suggested that retired Police Chief Stan Spadoni and those with connections to military retirees in the area could help. Adjournment and Next Meeting: Chuck Pedersen moved to adjourn at 11:00 am. The next meeting will be held at 10:00 am, Tuesday, February 13. 2007 in the general meeting room at the Phelps County Courthouse. The public is invited to attend.
