Minutes of the Phelps County Disaster Committee
Meeting of 11 November 2006

The meeting was opened at 10:00 by PCDC president Buz Harvey.

The minutes of the previous meeting were approved.

In attendance were Buz Harvey, Tammy Snodgrass, Joe Counsil, Paul Rueff, Rick Williams, Rick Walls, Chuck Pederson, Russ Caton, David Duncan, Linda Hanrahan, Ron Smith, Scott Grahl, and Gary Ross.

Buz reported on the Citizen Corps grant proposal and budget aproval process. Tammy and Richard Cavendar of MRPC wrote a letter about three weeks ago to Tom Moore, SEMA director, requesting approval of our previously approved budget of $16,000. There has not yet been a reply. Buz also reported that our CERT proposal of $7,800 has been approved. There is a mobile hospital group at the Phelps County Regional Medical Center who are interested in obtaining CERT training. Joe outlined the purpose and nature of CERT training, and mentioned that Bryan Lewis of the Rolla Fire & Rescue is designated as our primary trainer. Ron Smith indicated that there are also several other qualified trainers at RFD. Ron will contact Bryan and coordinate with Tammy to schedule a CERT training as soon as possible.

Paul reported on the activities of the Homeland Security Oversight Committee. The committee may be involved in CERT grant review, but that decision has not yet been made by SEMA. Buz indicated that the PCDC will submit a 2007 CERT request immediately to the HSOC for $11,000 (which is the same as the original 2006 proposal, designed to deliver CERT training to at least 100 persons). This is in case the HSOC needs that proposal to proceed with planning currently in progress. Paul reported that the Red Cross and health departments in region I are providing a list of needs for health emergencies (supplies, generators, etc.). The PCRMC will propose the purchase of a truck and associated hardware to haul a 100-bed mobile hospital to a remote site. All requests will be compiled for all of region I and forwarded to SEMA for a possible approval by SEMA next spring.

Dave Duncan reported that Jodi Waltman and him spoke to the Kiwanis yesterday about the concerns and planning for a pandemic. Dave mentioned an upcoming Medical Reserve Corps $10,000 grant opportunity which he is investigating. The MRC now has 12 professional volunteers and 24 support volunteers. Training for the volunteers may be scheduled for sometime in January, and will probably consist of a 3-1/2 hour training. Dave indicated that they need many more support volunteers to build their team.

Buz reported that Edna Bridges is working on implementation of severe weather shelter agreements in Rolla.

SSgt. Rick Williams of the Rolla Police Department reported that he has been appointed Emergency Management Director of the City of Rolla, and that it is a funded, part-time assignment. He will therefore have work hours available to do necessary emergency-management work. This is important progress for the City of Rolla. Also, Rick has been assigned to the position of Neighborhood Watch coordinator for the City of Rolla, picking up the responsibility from the previous coordinator Jason Finch of the RPD. Rick reported that there will be a city-wide Neighborhood Watch conference on 5 December 2006. Rick will send details to Joe for posting on the PCDC web page, and will advertise the conference through other media outlets.

Chuck reported that the next Global Mapper training session will be scheduled for sometime in January.

An election for the 2007 slate of officers was conducted. The following officers were elected, and will assume their responsibilities on 1 January 2007:

  • Treasurer: Edna Bridges
