Minutes of the Phelps County Disaster Committee
Meeting of 8 August 2006

The meeting was opened at 10:00 by PCDC president Buz Harvey. This meeting was held at the Havener Center at UMR.

In attendance were Joe Counsil, Ray Massey, David Hoffman, Ronaldo Luna, Richard Hashagen, Bruce Southard, Raul Rueff, Tammy Snodgrass, Buz Harvey, Kathy Metivier, David Duncan, Jodi Waltman, Scott Grahl, Dan Babcock, Ron Smith, Chuck Pederson, Linda Hanrahan.

Program Grant Status: There was a letter sent from Debbie Rathert at SEMA on 2 August notifying the PCDC of a grant award of $11,000, yet no clear notification of the release of funds. Buz will call Debbie to clarify when we can begin spending. Buz and one person from the Phelps County Clerk's office will go to SEMA on 24 August to complete training on a new computerized grant financial management system. Myz may not be able to attend, but Tammy indicated that she may be able to attend.

Fire Safety Outreach Training: Bruce will discuss with the fire chiefs around the county the need to organize the grade-school outreach program (mostly targeted at the Fifth-Grade level). Buz offered to attend the meeting. Ron Smith indicated that under the previous grant there was considerable sharing of resouces from the grant with some of the fire departments other than the Rolla Fire & Rescue, and that he plans to continue that sharing. Buz asked that there be more communication and coordination this grant cycle so that all departments will be more involved.

Tammy reported on the meeting which was held at MRPC on 31 July to discuss the "Homeland Security Grant-Management Regionalization Plan." This meeting was attended by SEMA and FEMA personnel, as well as representatives from numerous public and private participants. Homeland Security grant management will be regional (organized per Highway Patrol troop) rather than the grants for the whole state being managed centrally at SEMA. Another meeting was scheduled for Thursday, 17 August. Linda Hanrahan (representing EMS), Jodi Waltman (representing public health), and Paul Rueff (representing citizen volunteers) have been appointed as members of the organizational committee. Buz has asked for "ex-officio" representatives from Ft. Leonard Wood, UMR, and USGS. These representatives would be asked to help review grant proposals. Meetings of the committee would probably be held quarterly for the primary purpose of reviewing homeland-security grant proposals and related issues.

Joe reported that National Preparedness Month is designated by DHS & FEMA as September. He asked for ideas for what the PCDC might do to participate locally in promoting citzen emergency/disaster preparedness. Suggestions included doing some visits to local schools, and involving public-service organizations (such as Kiwanis, Lions, VFW, American Legion, Eagles, etc.) to help distribute educational materials. Richard suggested enlisting support from the service organizations to distribute information at the St. James Grape & Fall Festival in September. Scott suggested asking Mayor Jenks of the City of Rolla to sign a proclamation designaing Preparedness Month locally. Buz asked Joe to form a committee to organize these efforts. Joe asked for volunteers, and Ray Massey and Rich Hashagen volunteered. The committee agreed to meet in the next week to organize an NPM effort.

Buz reminded everyone that the National Incident Management System (NIMS) training is freely available on-line. Several indicated that they have taken the training and found it easy to complete.

Chuck reported that the mapping workshops are going well, and that the last one was better attended. More people and groups outside of our immediate area are beginning to ask for the training.

The next meeting will be held 12 September 2006, 10:00 AM at the Phelps County Courthouse general meeting room.
