Minutes of the Phelps County Disaster Committee
Meeting of 13 June 2006

The meeting was opened at 10:00 by PCDC president Buz Harvey at the Phelps County Courthouse.

In attendance were Buz Harvey, Joe Counsil, Paul Rueff, Paula Volkmer, Dan Babcock, Edna Bridges, Jason Finch, Jim Macormic, Gary Ross.

Buz Harvey announced that he is scheduled to present a report on the activities of the Phelps County Disaster Committee to the Noon Kiwanis Club meeting today.

There has not yet been any formal notification from SEMA about our FY05 Citizen Corps grant award. Buz will give them one more week to send us a notification. If there is no information by then, Buz will communicate or visit with several authorities to communicate our disappointment at the lack of communication and action by SEMA.

Joe showed the group the "Ready in 3" campaign information provided by the Missouri Department of Health & Senior Services. Joe will post the included PowerPoint presentation on the PCDC web page. Buz mentioned that the PCDC will offer to give presentations about the "Ready in 3" program and other topics at NW meetings.

Jim Macormic reported about the Weather Emergency Short-Term Shelters (WESTS) that he sent a message to all local churces soliciting them for locations for shelters. The City of Rolla will enter into agreements with several churches and with the Carpenters' Union hall in the next several months. He will meet with potential shelter location personnel and inspect proposed buildings to be sure that they meet survivability requirements (e.g., they must have a basement).

Joe announced that the annual Ham-Radio Field Day event will be held on 24 & 25 June (Saturday & Sunday), and will consist of 24-hours of continuous radio communications operations from 1:00 PM to 1:00 PM. The location this year is at the Rolla Lions Club Park, Pavilion 14. Visitors are welcome.

The question was raised about the issue of rural addressing problems in Phelps County. Joe mentioned that there had been a discussion at a previous meeting about possibly obtaining funding for a campaign to set standards and provide assistance to rural residents to improve address marking. Questions were raised about possible sources of funding, whether legal statutes are or should be involved, and how such standards might be enforced. The topic was tabled for further consideration.

The next meeting will be held Tuesday, 11 July 2006 at the Phelps County Courthouse.

Buz closed the meeting at 11:00.
