Minutes of the Phelps County Disaster Committee
Meeting of 9 May 2006

The meeting was opened at 10:00 by PCDC president Buz Harvey. The meeting location was at the Phelps County Sheriff Department meeting room.

In attendance were Buz Harvey, Joe Counsil, Donna Rippelmeyer, Chuck Pederson, Paul Rueff, Paula Volkmer, Dan Babcock, Edna Bridges, Rich Hashagen, Ronaldo Luna, David Duncan, Jodi Waltman, Tammy Snodgrass, Jason Finch.

Buz announced that he has arranged for all future meetings to be held at the General Meeting Room of the Phelps County Courthouse. As we proceed with activities in the next grant cycle, we may reduce the meeting frequency to perhaps once per quarter.

Joe reported that the revised budget for the FY05 Citizen Corps Grant (the current proposal before SEMA) is $16,000. Buz and Joe edited the budget such that all CERT items were removed, and the balance of the budget reduction was distributed evenly among all other line items. The revised budget and budget summary are posted on the PCDC web page. There has not yet been any response from SEMA to the revised budget which was submitted over a week ago (about 1 May).

Edna asked about the Masters of Disaster/Together We Prepare funding. Joe and Buz indicated that it was cut at the same percentage as all other line items in the budget, so it would be necessary for Edna to adjust her program accordingly.

Buz reported that concerning the severe-weather shelters (the WESTS program), the Rolla Carpenters' Hall on Highway 72 will commit to providing shelter service next year. Joe reported that the Letter of Agreement for the WESTS program is posted on the PCDC web page. There was general agreement that the callup signal for the WESTS program would come from Lt. Macormic of the Rolla Police Department, and that this signal would be appropriate for all of Phelps County.

Chuck Pederson reported that he will hold monthly mapping workshops on the third Wednesday of each month, 6-9 PM (the next session being 17 May). These will be held at the RTI, room 137. Chuck reported that for authorized personnel (particularly official agencies such as police and fire), 2-foot data will be available from Mr. Rasmussen of the Phelps County Assessor's office. The 3-foot data set is freely available to anyone and is distributed by Chuck at the workshops.

David Duncan reported that the Medical Reserve Corps is proceeding with recruiting volunteers. At this time they are looking for health-care professionals, and any other non-professionals who may serve as support staff.

Dr. Ronaldo Luna of the UMR Department of Civil Engineering reported that UMR has received funding to study emergency-management issues for a campus environment, along with interaction of that planning with the surrounding community. He said that he is interested in the work of the PCDC as it relates to the UMR project. There may be some similarities in the UMR project to some of the work which MRPC has done in writing the hazard mitigation plan for Phelps County. Funding for the UMR project is from FEMA, and is administered by SEMA, to study construction and infrasturcture improvements to UMR and the region to enhance disaster preparedness and mitigation. Joe asked Ronaldo for more information about the grant (especially a copy) to be posted on the PCDC web page for all to see.

The next meeting will be held Tuesday, 13 June 2006 at the Phelps County Courthouse.

Buz closed the meeting at 11:00.
