Minutes of the Phelps County Disaster Committee
Meeting of 21 February 2006

The meeting was opened at 10:00 by PCDC president Buz Harvey.

In attendance were Buz Harvey, Tammy Snodgrass, Joe Counsil, Jodi Waltman, Dan Babcock, Jason Finch, Richard Sashagen, Edna Bridges, Chuck Pederson, and David Duncan.

Joe reported that the 2006 grant request had not yet been sent out by SEMA. Jamie at SEMA indicated that this would be a simple form fillout process, so should not take much effort to complete the application.

Tammy reported that the reimbursement for Phelps County had not yet been sent by SEMA. She will kep in contact with Jamie at SEMA to try to expedite this.

Buz reported that Tracy Brookshire of the Salvation Army in Rolla will take over management of the severe-weather short-term shelters. Thanks to Diane Hagni for implementing this program last year.

Buz has received a City of Rolla Neighborhood Watch proposal from Jason for the next grant. Information is needed from Carmelo Crivello for the NW programs throughout Phelps County. Jason will contact Chief Friend of the St. James Police to discuss appointing a member of the St. James Police Dept. to assist with NW in St. James. Jason may offer to do that on his personal time if a St. James officer is not identified.

Jodi reported concerning the Medical Reserve Corps that Linda Hanrahan is working on a set of standards which rural residents should follow to prominently mark their addresses so that emergency responders can easily identify addresses when needed. Promotion of this standardized system will be implemented in a county-wide campaign, and expenses for this campaign will be included in the 2006 grant proposal.

David and Jodi reported that the Phelps County Regional Medical Center may be overloaded in the event of a mass-casualty event. Contingencies need to be discussed with various facilities such as Pathways in Rolla, and other potential facilities, to serve as triage overflow facilities. David will disucss this topic with John Denbo of the PCRMC to begin the coordination and planning process. This and mental-health needs in the event of a wide-scale emergency will be included in a budget proposal for the MRC component of the upcoming 2006 Citizen Corps grant proposal.

Dan reports that there will be a meeting of the UMR retirees on 20 March at noon at the Havener Center on campus. Dan asked if the MRC can make a presentation to the group to solicit volunteers to serve as clerical and non-professional staff for the MRC. Jodi and Dave will discuss this and contact Dan for further arrangements.

Joe will work on plans for CERT training for the 2006 grant, to include estimates on the number of volunteers who will likely take the CERT course.

Chuck presented a list of mapping software needs to equip Neighborhood Watch groups in Phelps County. The total amount to be included in the 2006 grant proposal will be about $5000. Chuck will send further details to Buz to be included in the proposal. Chuck also mentioned that the next mapping workshop will be held Thursday, 20 March at RTC, 6-9 PM. There are 24 seats available.

Joe suggested that the 2006 grant proposal should include a Family Emergency Preparedness Forum such as was held in 2005. He will also include other Citizen Corps expenses such as printing, other presentations or seminars, travel, etc., and send that information to Buz.

Edna submitted a list of expenses to Buz for funding for disaster training followup for persons who have completed CERT training. The training itself is free, but the Red Cross incurs a cost for training materials, and this budget will cover that cost.

Joe reported that there will be a terrorist attack exercise in Rolla on Saturday 25 February. He was asked to locate about 15 volunteers to act as "victims" for the exercise. He asked anyone who was interested to contact him immediately. Jason said that he will try to arrange an appearance on the Morning Mayors on KTTR radio to help publicize the need for volunteers.

Buz and Richard asked Joe to provide information about ham-radio operators who might be available throughout the county to serve Neighborhood Watch groups. Joe presented a map which showed the distribution of operators in the county. Joe suggested that NW groups contact him with their boundary information and Joe can provide them with a list of operators in that area. Joe will contact Richard later with that information.

Buz closed the meeting at 11:15.
