Minutes of the Phelps County Disaster Committee
Meeting of 1 November 2005

The meeting was opened at 10:00 AM by president Buz Harvey.

A motion to approve the minutes of the previous meeting was made, seconded, and approved.

- Budget: Joe has two additional bills for $110 and $28.88 for the Weather Shelters and the laptop for the Medical Reserve Corps. Buz has another bill which needs to be paid. SEMA has not yet reimbursed Phelps County, but indicated in the last few weeks that they were working on it.

- Equipment for Medical Reserve Corps:

.Tammy said that SEMA will not approve purchase of a satellite phone or handheld radios. SEMA indicated that both of those items must be purchased with "interoperability grant" funds. Joe asked for details about such grant opportunities so that we may take advantage of it. Tammy said that she will inquire about such opportunities.

.The digital identification system purchase is acceptable to SEMA, with the stipulation that it be compatible with the state's new system. It was agreed by all present that given the short time frame available at this time, and the complexity of purchasing an ID system to meet state standards, it would be best to defer a purchase until another grant opportunity.

.Tammy presented a draft of the MRC organizational meeting agenda and advertising flyer. That meeting is scheduled for Tuesday, 15 November 2005, 3PM and 6PM sessions. An outcome of the meeting is intended that an organizational committee will be established consisting of attendees, for the purpose of organizing the MRC. Jodi Waltman stated that funds may be available relevant to preparations for the possibility of a "bird flu" pandemic. She will look at the Federal HHS web site to see if there may be grant opportunities.

.Dan Babcock offered to advertise with the UMR retirees a need for volunteers to work with the MRC.

-The Weather Emergency Short-Term Shelters need lights of some kind. A motion was made, seconded, and passed to authorize Tammy to purchase lights which run on regular batteries, and those batteries can be replaced each year. Tammy will also investigate the purchase of some snacks for shelters which will last in long-term storage.

-Chuck Pederson and Buz met with Kevin Rasmussen concerning making Phelps County mapping data available for use by Neighborhood Watch and PCDC functions. A meeting will be held with the Phelps County Commission to get final approval for the county to release the data for this mapping project. The next mapping workshop, primarily for NW leaders, will be held at the Rolla Technical Center, 8 December, 6-9PM.

-Buz will continue to meet with Neighborhood Watch groups to encourage them to organize and become involved with emergency preparedness in general, and to send representation to PCDC meetings. Buz met with the Brimshire NW group, and they will send at least one representative to PCDC meetings. Buz will encourage NW members to become involved in specific PCDC programs.

-Linda Hanrahan, director of St. James Ambulance Service, indicated to Bus that she is interested in setting up an MRC function in remote areas where access to medical services may be slower than acceptable.

-Sharon Covington indicated that she can help find a source of bio-hazard bags and gloves if needed by the PCDC or MRC.

-The next meeting of the PCDC will be at the General Meeting Room, Phelps County Courthouse, 13 December 2005, 10:00 AM.

-The meeting was adjourned at 11:05 AM.
