Meeting of 11 October 2005 The meeting was opened at 10:00 AM by Vice President Dan Babcock. In attendance were Dan Babcock, Tammy Snodgrass, Edna Bridges, Joe Counsil, Bonnie Prigge, Sharon Covington, Chuck Pederson, Carmelo Crivello, Jason Finch, and Jodi Waltman. The minutes of the previous two meetings were read by Secretary Joe Counsil (these were the regular meeting of 13 September and the special meeting of 21 September). A motion was made, seconded, and approved that the minutes be approved as read. Treasurer Edna Bridges reported that there is $24 in the bank account at the Phelps County Bank. The bank notified Edna that there needs to be a transaction in the account to avert monthly charges. Dan suggested that some private donations to the PCDC might be helpful with this situation. Bonnie Prigge from the MRPC reported that the Phelps County Community Partnership rescinded their proposal to help establish a Medical Reserve Corps. Therefore, the MRPC will propose to the PCDC that MRPC proceed with equipment purchases as outlined in the PCCP proposal (which information was provided originally by Jodi Waltman of the Phelps County Health Department). The MRPC will also offer to set up necessary public meetings and provide technical assistance developing a volunteer database, to work toward recruiting volunteers for the MRC. Joe proposed that some activities be organized to occur during the interim between 30 November and the next grant cycle which will probably commence sometime next year. That several-month interim will need to include some activities to keep MRC volunteers engaged. Jodi and Edna indicated that there may be some training and other activities available which will be provided by other sources of funding during the interim period. Bonnie will consider these opprotunities in the planning. Dan mentioned that there will be a health fair at The Centre in Rolla on 22 October, which may provide an opportunity to contact interested persons for MRC service. Jodi emphasized the need for doing background checks and establishing identification credentials for any volunteers since they will be handling sensitive data and will be interacting with the general public in a health-care scenario as they work with MRC. Jodi also indicated that the Medical Reserve Corps needs to be officially sponsored by the Health Department. Joe asked Jodi if she would be able to provide a small amount of space at the Health Department for a volunteer to work on the MRC project. Jodi indicated that she could find a small space for that purpose. Joe presented a motion that the PCDC task MRPC to proceed with a proposal to purchase the equipment as detailed in the PCCP proposal and provide the technical assistance necessary to develop a volunteer database, and organize public meetings to recruit volunteers for a Medical Reserve Corps, and to contact SEMA to coordinate purchasing procedures for the equipment. The motion was seconded and passed. Carmelo reported on Neighborhood Watch activities in Phelps County. He indicated that Buz Harvey has attended several NW meetings and spoke to the groups about involvement in the PCDC. Carmelo indicated that a new NW area was recently organized in the area between Dillon Outer Road and Hwy. BB between St. James and Rolla. Jason indicated that he will organize a NW convention in January. Carmelo will work with Jason to get the NW groups in the county involved in the convention. Chuck Pederson offered a mapping workshop for the NW leadership. Chuck was asked to set a date, and Jason and Carmelo said that they would help advertise and encourage the NW leaders to participate in the workshop. Tammy indicated that there is a National Incident Management System workship coming up on 28 & 28 October (6 PM to 10 PM each evening), or 28 October all day (8 AM to 5 PM). This workshop is open to all citizens and public-safety professionals, and may qualify for professional-development credits for professionals. Tammy encourage NW personnel to take the class. Tammy will send announcements of this and other training opportunities to the PCDC mailing list. The MRPC technical assistance contract proposal was reviewed and discussed. Tammy Snodgrass indicated that SEMA required that the accounting function be removed, that function not being allowed under the grant rules. Bonnie and Tammy Snodgrass were asked by Joe if they could include the MRC work within the MRPC proposal's $4,500 budget, and they indicated that it would likely be possible since the accounting function was removed. Edna moved to accept the MRPC technical assistance contract proposal. The motion was seconded and approved. Chuck Pederson reported on the mapping workshop he hosted at the USGS on 23 September. There were 14 persons in attendance: 5-Highway Patrol; 4-Rolla Police Dept.; 2-Dent Co. Sheriff; 1-Conservation Agent; 2-Citizens from PCDC. Chuck reiterated that he is willing to offer this workshop to all who wish to take it. The meeting was adjourned at 11:40 AM.
