Phelps County Disaster Committee Meeting Minutes, Tuesday, March 10, 2009 Phelps County Courthouse Present: Waltman, Bridges, Halinar, Hashagen, Harvey, Rueff, Massey, Hanrahan, Giacolone, ThompsonMinutes and Introductions: PCDC Chairman Buz Harvey called the meeting to order at 10:00 am in the Extension meeting room of the Phelps County Courthouse. Minutes of the previous meeting were approved. Introductions were made and email addresses confirmed. The minutes are available at: www.rollanet.org/~disaster Program Grant Status: A general discussion of the role of MRPC and the decision by FEMA/SEMA to cease funding their work with PCDC continued. Harvey sent a letter to Dante Glienecki of SEMA, and a number of emails were exchanged on the decision that effectively leaves PCDC without an administrative home. Although sympathetic, SEMA is not able to reverse the federal grant guidelines that prevent volunteer organizations from budgeting for administrative support from organizations like MRPC. Despite this, the decision was made to go ahead and seek funding in the 2008 round – that is the correct year – of CCP grants. A grant request for $16,301 was submitted on 5/18/09, and $11,000 was approved for the grant period of 6/1/09 to 4/30/10. Since the grant guidelines were much more restrictive than in earlier years, only 2 projects were presented for funding: Medical Reserve Corps (MRC) and Volunteers in Police Service (VIPS). Homeland Security Oversight Committee: No Report. Rueff and Massey indicated they would approach the new sheriff and inform him of the activities of PCDC. FEMA Presentation: No report. Medical Reserve Corps: Waltman reported that 35 volunteers are trained and on board. The current grant allows for joint training exercises between MRC and the PCRMC 50-bed mobile hospital. Neighborhood Watch: Vince Giacolone attended from the Rolla Police Department and indicated an interest in coordinating the VIPS program with the PCDC program. Shelters: No report. Incident Support: The station manager at Results Radio, Mike Thompson, attended the meeting and will meet with Rick Williams and Paula Volkmer at the 911 office at the city of Rolla. Harvey contacted Scott Grahl at the city of Rolla to let him know of the offer and added Thompson to the PCDC list. General Information: The next meeting will be held at 10:00 am, Tuesday, June 9, 2008 in the Courthouse general meeting room. Any member can call a meeting if needed between now and then. Respectfully submitted, Buz Harvey AGENDA - Phelps County Disaster Committee 10:00 AM Tuesday, June 9, 2009 General Purpose Room, Phelps County Courthouse
