NOTICE OF SPECIAL ELECTION
NEWBURG REORGANIZED SCHOOL DISTRICT NO. 2
Notice is hereby given to the qualified voters of Newburg Reorganized School
District NO. 2 of Phelps County, Missouri, that the Board of Education of the
District has called a special election to be held in the District on Tuesday,
November 4, 2003, commencing at 6:00 A.M. and closing at 7:00 P.M.
The polling places for said election shall be:

The polling places for said Special Election will be open from 6:00 a.m. until
7:00 p.m. on the day of said election during which time any person properly
registered to vote in the Newburg Reorganized School District No. 2 will be given
the opportunity to cast his or her ballot.
Question:
Shall Newburg Reorganized School District No.2 of Phelps
County, Missouri, issue its general obligation bonds in the
amount of $300,000 for the purpose of improving, extending,
repairing, remodeling, renovating, furnishing and equipping
existing school facilities?

Phelps County Clerk Carol Bennett wishes to advise Phelps County registered
voters in the Newburg R-2 School District that absentee ballots for the
November 4, 2003 Special Election are now available in the County Clerk's
Office. The deadline to vote absentee in the County Clerk's Office is Monday,
November 3, 2003 at 5:00 p.m. In accordance with election law, no ballots may
be sent out or mailed out of the office after 5:00 p.m on Wednesday, October
29, 2003, unless a voter is hospitalized after that time, in which case a
deputized absentee team could deliver a ballot to the hospital.
Applications may be completed only by the voter or by the voter's next
of kin.
The County Clerk's Office will be open on Saturday, November 1, 2003 from
8:00 a.m. - 12:00 noon for absentee balloting.
Legal reasons for voting by absentee ballot are as follows:
1. Absence on election day.
2. Incapacity or confinement due to illness or physical disability,
including caring for a person who is incapacitated or confined
due to illness or disability.
3. Religious belief or practice.
4. Employment as an election authority at a location other than
your polling place.
5. Incarceration, provided all qualifications for voting are
retained.
In order to be counted, absentee ballots (for Phelps County) must be
received in the County Clerk's Office, 200 N. Main St., Rolla, no
later than 7:00 p.m. on Tuesday, November 4, 2003. Ballots may only
be returned by the voter in person or by mail.
The deadline to register to vote for the November 4 Special Election is
Wednesday, October 8, 2003 at 5:00 p.m.
