- Benchmarking for
Cost Improvement - Final Report - Abstract: The United States
Department of Energy (DOE) established the Office of Environmental Restoration
and Waste Management (EM) in 1989 to consolidate responsibility for environmental
remediation and compliance under one top-level management organization.
Since then, EM has been developing the programs and project management
tools necessary to perform its work. In the natural evolution of such a
large and complex program, attention and effort are shifting from the design,
development, and implementation of basic management systems to the issues
of programmatic effectiveness and efficiency, including cost improvement.
Toward that end, EM has begun a number of cost improvement efforts, including
the Benchmarking for Cost Improvement initiative, the subject of this report.
The benchmarking initiative was formulated in May 1993 with direction from
EM Headquarters to complete an initial study by September 7, 1993.
