Choose cookie cutters that don't have too many thin or small areas. Lay the cutter on a photo or old Christmas card and move it around until you get the best view. Trace around the cookie cutter. Cut out the image about 1/8" outside the lines. Clip at all the inside corners, if any. Fold back the extra margins to make the photo fit perfectly inside the cutter. This could take a lot of fiddling, but be patient. When you get it the right dimensions, put a couple drops of glue on the margins, then place it in the frame toward the back, toward the front, or at the center.
Glue ribbon all the way around the cookie cutter, and add a little sprig of Christmas greenery and berries to the top. Include a short, upside-down
U-shaped piece of wire or chenille stem for a hanging loop, using plenty of glue.
