Can be characterized as an intensive test phase. Costs are minimized
and existing resources are used as much as possible. Projections for
future system needs (especially Phase 1 need) are made. No general users
have access.
Phase
I
Can be characterized as an initiation phase, first release of the
system to general users. Growth in development of model information and
related applications will
be the focus, as well as refinement of other services, and system tuning.
Phase
II
The final start-up phase. System upgrades are applied to support a sustainable population of ~3000 users. Independent Internet connection, servers, and staffing are targeted by December 1996.
